PMO Resourcing Manager

The Resourcing Manager is a critical operational role within the PMO, responsible for ensuring the effective planning, allocation, and utilisation of delivery resources across a large and dynamic cloud portfolio. Operating in an environment managing 80–100 concurrent projects, this role requires a strong understanding of project delivery frameworks, cloud consulting delivery models, and the ability to operate at pace with frequent change.
You will act as the single point of coordination for resourcing, working closely with Project Managers, Delivery Leads, Line Managers, Finance, HR, and third‑party vendors to ensure resources are accurately forecast, allocated, onboarded, tracked, and reported.
What You’ll Do:
Resource Planning & Allocation:
- Plan, allocate, and manage resource capacity across all delivery portfolios, ensuring the right skills are assigned at the right time.
- Maintain a minimum two‑month forward view of resource demand and availability.
- Prevent resource over‑allocation, identify utilisation gaps, and proactively address risks.
- Ensure all commitments are factored into planning (project work, training, internal initiatives, leave, pre‑sales support).
- Act as the first point of contact for all resourcing queries and issues within Professional Services.
Operational Cadence and Stakeholder Engagement:
- Perform daily resourcing planning, reviewing task movement, delivery changes, and short‑term constraints.
- Run weekly resourcing catch‑ups with Project Managers, Delivery Leads, and Line Managers to:
- Review work completed vs planned
- Confirm upcoming demand and capacity
- Resolve conflicts and reprioritisation
- Communicate clearly and effectively across delivery, operational, and executive stakeholders.
Tooling, Systems & Data Integrity:
- Own resourcing and delivery tooling hygiene (including Hive, SNOW and Sharepoint where applicable).
- Maintain users, roles, placeholders, and categories to ensure accurate reporting and dashboards.
- Perform weekly checks to ensure correct classification of non‑project and internal activities (e.g. training, leave, admin, pre‑sales).
- Ensure data accuracy to enable reliable forecasting, utilisation tracking, and leadership reporting.
Onboarding, Offboarding & Access Management:
- Manage access requests for new starters and contractors:
- Manage end‑of‑engagement access:
- Lead Hive onboarding and timesheet training:
- Pre‑start welcome and setup for FTEs
- Day‑1 training for contractors
- Contribute to improving onboarding documentation and training material.
Skills Matrix, Timesheets & Utilisation Control:
- Maintain and govern the delivery skills matrix
- Drive timesheet compliance and quality
- Manage TOIL and overtime requests, including verification, approval tracking, and system updates.
Vendor & Third‑Party Management:
- Act as the operational interface with resourcing vendors and contractors.
- Source external resources where required,
- Manage contractor renewals, non‑renewals, access termination, and performance feedback where applicable.
Process Improvement & Governance
- Document and improve resourcing processes to support scale, consistency, and efficiency.
- Work toward templatising and streamlining operational activities.
- Support wider PMO and delivery initiatives related to resourcing maturity and governance.
What We’re Looking For:
- Proven experience in resource management, PMO operations, or delivery coordination within a Professional Services or consulting environment.
- Strong understanding of project delivery frameworks and multi‑project environments.
- Experience working with resourcing and delivery tools (Hive, Azure DevOps, SNOW, Jira or similar).
- High attention to detail, excellent organisational skills, and ability to multitask under pressure.
- Strong communication skills and confidence engaging from operational through to executive level
Desirable:
- Cloud consulting or Azure delivery environment experience.
- Strong Excel skills; Power BI reporting experience beneficial.
- Knowledge of utilisation modelling, capacity forecasting, and contractor commercial contro
